It was built in 1973 in memory of the Late S.W.R.D.Bandaranaike, who was prime Minister of Sri Lanka from 1956 to 1959.
An outright gift from the Government and people of the People’s Republic of China, it cost Rs. 35 Million at the time of construction. The building is made up of four blocks, the main octagonal shaped building consisting of the main assembly hall, delegates lounge, banquet hall and press lounge.
The other three blocks comprise 90 office rooms, an area of committee rooms where technical facilities are available and the residential and secretariat area.
